Como enviar e-mail ASP.NET C#

sou muito novo no ASP.NET Área c#. Estou a planear enviar um e-mail. ASP.NET C# and this is the SMTP address from my ISP:

smtp-proxy.tm.net.my
Abaixo está o que tentei fazer, mas falhei.
