Pode usar a api de gráficos do google para gerar gráficos.

De longe, a solução mais fácil é apenas usar a API do Google Chart. http://code.google.com/apis/chart/

Você pode fazer gráficos de barras, gráficos de tartes, usar 3D, e é tão fácil como construir uma url com alguns parâmetros. Veja o exemplo simples abaixo.

Existem também várias bibliotecas de gráficos disponíveis para o PHP para tornar a sua vida mais simples. JPGraph é um bom (não-livre).

Actualização: quase me esquecia, não uses jpeg para este tipo de imagens. Os artefactos jpeg serão muito irritantes., png é uma solução melhor.
